課程簡介 Science, the search for knowledge which is based on observed facts and truths, and technology, the applications of science to practical problems, have been regarded as the most important factors for economic growth. Science and technology policy (STP) is a proposed course of actions of a government to utilize opportunities and overcome obstacles within the nation’s environment so as to reach the goals and realize the objectives or purposes for developing science, technology, and thus, the nation’s wealth. In the past decades, the environment is changing drastically which was mainly due to the end of the Cold War, the scientific and technological revolution, the globalization of the economies and markets, as the multiplication of the environmental problems that affect the future of our planet, etc. Meanwhile, new models, theories and research methods were developed/under development for better describing and assessing STP. What were the major factors to impact STP and how the STP was impacted by the fast changing environment and development trends in STP should be one of the major focuses of a management of technology researcher. Thus, the course intends to introduce the factors influencing science and technology policy developments and recent trends in STP. Reviews and discussions of a number of literatures along with the presentation of selected papers will be used for students’ understanding of the factors and trends.
